Addam Kilpatrick is a Network Adequacy Specialist with the Michigan Department of Health and Human Services, where he has spent the past four years ensuring that health plans meet the standards necessary to effectively serve Michigan residents. Over his 23‑year career with the State of Michigan, he has developed extensive expertise in regulatory oversight, system improvement, and cross‑agency collaboration.
Recognized as a subject matter expert in network adequacy, Addam has led initiatives to streamline regulatory processes, strengthen compliance practices, and enhance the way Managed Care Organizations partner with the state. His work emphasizes transparency, collaboration, and the development of systems that support high‑quality service delivery and improved outcomes for the citizens of Michigan.
In addition to his public‑sector leadership, Addam is a Licensed Professional Counselor and owner of a mental health practice, where he has spent nine years providing therapeutic support and advocating for accessible, person‑centered care. This dual perspective—spanning both policy and practice—shapes his commitment to improving systems while keeping the needs of individuals and communities at the center.
